Reliability‐based partial factors for seismic design and assessment consistent with second‐generation Eurocode 8

Second-generation Eurocode 8 introduces displacement-based design alongside the traditional force-based one with reduced equivalent forces; it provides resistance models needed to apply approach reinforced concrete, steel and composite frame or wall-frame structures: chord rotation for members, shear strength members joints; finally, declares a target reliability level near collapse. This paper discusses formulation of partial factors achieve when using approach. The are derived following traditional, time-invariant way performing code-calibration other non-seismic situations, starting from probability distributions seismic action effect resistance. It is shown that problem can be simplified two Lognormal variables, uniform achieved over calibration space both load-side resistance-side factor used, constant sensitivity coefficients values different original König Hosser ones reflecting larger weight action-related uncertainty in case. this otherwise good result on load side must used and, further, its value site dependent. not line current European practice, thus corrected site-independent proposed, which compatible framework 8.
